Participant Photo: Who is this?

This bird was in my neighbor’s backyard. We believe this is a Cooper’s Hawk or Goshawk, but the large dapples on chest and back raise questions. Is this a juvenile?

Yes it looks like a Juvenile, and if it was around crow-sized then it’s a Coopers hawk. Probably not a Goshawk because Coopers usually hunt birds at feeders while Goshawks usually do not.
