Goldfinch that is strangely large and poufy. It’s been around since early summer. Seems to eat and fly fine.

This gold finch has been at my feeder since early summer. It doesn’t have finch eye disease. It’s perpetually fluffy like this even when it was in the 90’s this summer. Does anyone know what’s wrong with it?
