Diseased Bird: Eye disease in Northern Cardinal?

A Cardinal was seen at my patio door with 2 runny eyes. The Right eye was red around the edges with discharge. The Left eye was closed and the feathers matted all around the eye with discharge. Both eyes looked swollen. Bird sits with fluffed up feathers and drooping wings.

I actually have a cardinal in my front yard right now that is having these problems. Is there ways to help it?
