Diseased Bird: House Finch Disease
This bird appeared to be totally blind, he had very crusty eyes and seemed lethargic. I’m almost certain this is house finch disease.

Yes, that is Finch Eye Disease. Also, that is a Purple Finch, not a House Finch.
