I’m not an expert and new to birding, but from what I’ve been reading they go bald when they molt all their feathers at once.
I had a female cardinal who showed up this winter and I had no idea if it was a male or female because she had almost no feathers.

Danielle is right. Usually this is normal in Blue Jays and Cardinals. It could be caused by mites but most of the time it’s just molting and the feathers will return soon.
