Unusual Bird: Cardinal with extra long neck feathers

A female cardinal had an unusual thick mass of feathers protruding from back of her neck/head, below the crest. This mass of feathers did not change in shape as the cardinal moved or flew, so it was not just a momentary awkward tucking of the wings underneath down feathers.
