Unusual Bird: Male Downy Woodpecker with long bill extension

I’ve observed this male Downy Woodpecker at backyard suet feeder several times the past couple of weeks. It appears to be able to eat OK, maybe just through regular part of the bill. At first I though it had a seed or something stuck in its bill – now I think the upper part of the bill has long thin extension on it.
