Unusual Bird: Northern Cardinal with hanging feathers

I noticed this little guy coming to my feeder, has at least two areas of abnormal feathers, almost looks like they are partially hanging off. Otherwise seems ok, eyes look clear and he’s not lethargic. I am new to birds and hopefully this is just normal feather damage.
