Hi, Alan,
I think this is an American Tree sparrow. The photo is a little dark, underexposed a bit, but the markings and colors don’t match up with a Chipping Sparrow. The markings and colors, especially the grey and rust on the face and cheek, are more like the American tree sparrow, and if you look close you can see the bi-colored bill.
